DragonSteelMods and Rbmods have reviewed the Noctua NF-F12 PWM 120mm fan, which puts out 55CFM at 1500RPM, with a low 22.4 dB rating.

"So the newly designed Noctua NF-F12 PWM has more than just a unique look to it, these design improvements really work to help the fan move air more efficiently for improved cooling performance while remaining virtually silent doing so.
It is Noctua so its no surprise that its a quality product with a nice assortment of extras included and a fan that is very well made and designed.
Just something simple as swapping a fan can improve the cooling performance of your CPU cooler, but you have to make sure you get the right fan, and the NF-F12 is that fan."

"All three fans were absolutely one of the most silent ones Ive encountered, and while there definitely are more powerful fans available the Noctua fans should be more than enough for cooling your case, processor cooler or even your water coolers radiator. All the fans are PWM controlled so you can control their speeding behaviour from your bios or from your motherboards control utility in your operating system. I can recommend all these fans to whoever who is looking for silent, yet reasonably powerful fan, and does want the PWM feature. Noctua wont let you down in terms of quality!"
